AFTER THIS REVIEW IS COMPLETED, EPA ISSUES ITS APPROVAL OR DISAPPROVAL OF THE STANDARDS. IN CASES WHERE GAPS EXIST IN STATE STANDARDS, EPA IS RESPONSIBLE FOR PROPOSING AND PROMULGATING FEDERAL STANDARDS THAT APPLY TO THE STATE.
