THIS FOLLOW-ON HAS BEEN DESIGNATED AS THE NEXT GENERATION RELAY PAYLOAD. THE NEXT GENERATION RELAY PAYLOAD WILL FLY ABOARD A SEPARATE SPACECRAFT THAT IS BEING SOLICITED IN ANOTHER RFI. IT WILL FLY IN GEOSYNCHRONOUS ORBIT AT A LONGITUDE CLOSE TO THAT OF THE SPACE NETWORK SN NASA WHITE SANDS COMPLEX WSC. NEXT GENERATION RELAY PAYLOAD IS A CATEGORY 1 CLASS C PROGRAM PER NPR 8705.4 WITH A 5 YEAR DESIGN LIFE. THE BASIC CONCEPT OF OPERATIONS IS SHOWN IN FIGURE 1. IT WILL ACT AS AN OPTICAL RELAY SATELLITE FOR LOW EARTH ORBIT LEO OPTICAL-CAPABLE SPACECRAFT. IT WILL ALSO HAVE GEO GEO OPTICAL CAPABILITY TO PROVIDE CROSSLINKS TO OTHER OPTICAL RELAY SPACECRAFT THAT WILL BE LAUNCHED AS FOLLOW ON SPACECRAFT. THE NEXT GENERATION RELAY PAYLOAD IS AN OPERATIONAL SYSTEM NOT A DEMONSTRATION. THE GOAL IS A PAYLOAD THAT CAN BE FLOWN AS EITHER A HOSTED PAYLOAD RIDESHARE LAUNCH OR STANDALONE LAUNCH. DESIGN SELECTIONS MADE FOR THE NEXT GENERATION RELAY WILL IMPACT DESIGN OF A FUTURE USER OPTICAL COMMUNICATIONS TERMINALS. IN ORDER TO ASSURE THE SUCCESS OF THE NEXT GENERATION RELAY DEVELOPMENT GSFC REQUIRES SYSTEMS ENGINEERING OPERATIONS AND TECHNICAL MANAGEMENT SUPPORT STAFF FROM THE AEROSPACE CORPORATION AS WELL AS SPECIALIZED ENGINEERING SUPPORT SERVICES FOR TECHNICAL AND SCIENCE DEVELOPMENTS IN SUPPORT OF INSTRUMENT AND BUS PROCUREMENT INTEGRATION TESTING AND ANOMALY INVESTIGATION ACTIVITIES. THE CONTRACTOR HAS THE TECHNICAL EXPERTISE AND EXPERIENCE TO FIND PROBLEMS THAT MAY BE MISSED BY OTHERS IN THE AUDIT TEAMS. AS SEEN IN FIGURE 1 THE CONTRACTOR HAS PARTICIPATED IN AN AVERAGE OF FORTY AUDITS PER YEAR FROM FISCAL YEAR 2007 THROUGH FY2016. THE DIP IN FY2013 WAS DUE TO SEQUESTRATION. FY2016 IS LOW DUE TO AIR FORCE SPACE AND MISSILE SYSTEMS CENTER BUDGET CUTS AND THE SITUATION IS EVEN WORSE IN FY2017 WHERE THE CONTRACTOR HAS ZERO BUDGET FOR AUDIT SUPPORT. TRADITIONALLY THE CONTRACTOR SUPPORTS AUDITS AT MANUFACTURERS OF INTEREST TO SMC BUT THERE IS SIGNIFICANT OVERLAP BETWEEN SMCS AND NASAS AEROSPACE COMPONENT INTERESTS. NASA FUNDING FOR CONTRACTOR AUDIT SUPPORT WILL BROADEN THE NUMBER OF MANUFACTURES VISITED BY NASA AND SMC ALLOWING FOR MORE COMPANIES TO BE COVERED EACH FISCAL YEAR BENEFITTING NASAS MISSION. SUPPORT PROVIDED BY THE CONTRACTOR WILL GENERATE TECHNICAL KNOWLEDGE AND RECOMMENDATIONS ABOUT ELECTRICAL ELECTRONIC ELECTROMECHANICAL PART AS WELL AS SUPPLY CHAIN QUALITY WITHIN THE CONTEXT OF NASA SPACE FLIGHT MISSIONS AND HARDWARE. THE CONTRACTOR SHALL PROVIDE ON/OFF-SITE PROJECT AND MULTIDISCIPLINARY ENGINEERING SERVICES, INDEPENDENT TESTING, CONTRACTOR-ON-SITE MONITORING, AND INDEPENDENT EVALUATION OF PROJECTS AND/OR PROGRAMS, INCLUDING COST, SCHEDULE, AND AFFORDABILITY ANALYSES, IN ANY PHASE OF THE LIFE-CYCLE. THE CONTRACTOR SHALL ALSO PROVIDE LEADERSHIP OR STAFFING FOR FOCUSED SCIENCE AND TECHNOLOGY STUDIES, ADVANCED SYSTEMS ARCHITECTURE, SYSTEMS ENGINEERING AND INDEPENDENT REVIEWS OF ALL ABOVE ACTIVITIES PURSUANT TO TASK ORDERS ISSUED BY THE CONTRACTING OFFICER. NASAS ROLE IS TO SERVE AS NOAAS ACQUISITION AND SYSTEM INTEGRATION AGENT IN THE DEVELOPMENT OF THE FLIGHT AND GROUND SYSTEMS OF JPSS, WHICH NOAA THEN OPERATES. THE JPSS PROGRAM WILL IMPLEMENT NOAAS REQUIREMENTS FOR COLLECTION OF GLOBAL MULTI SPECTRAL RADIOMETRY AND OTHER SPECIALIZED METEOROLOGICAL, AND OCEANOGRAPHIC DATA VIA REMOTE SENSING OF LAND, SEA, AND ATMOSPHERIC DATA. THESE DATA WILL SUPPORT NOAAS MISSION FOR CONTINUOUS OBSERVATION OF THE EARTHS ENVIRONMENT NECESSARY TO UNDERSTAND AND PREDICT CHANGES IN WEATHER, CLIMATE, OCEANS AND COASTS, WHICH SUPPORT THE NATIONS ECONOMY, AND PROTECT LIVES AND PROPERTY. 2.1. THE JPSS WILL ALSO PROVIDE OPERATIONAL CONTINUITY OF SATELLITE BASED OBSERVATIONS AND PRODUCTS FOR NOAAS POLAR ORBITING OPERATIONAL ENVIRONMENTAL SATELLITES (POES) AND THE SUOMI NATIONAL POLAR ORBITING PARTNERSHIP (S-NPP) SATELLITE. JPSS WILL CONSIST OF A SERIES OF MISSIONS INVOLVING ENVIRONMENTAL SENSING SATELLITES IN THE 1330 LOCAL TIME ASCENDING NODE (LTAN) SUN SYNCHRONOUS POLAR ORBIT, AND THE GROUND SYSTEM REQUIRED TO SUPPORT THEM. 2.2. THE FLIGHT PROJECT CONSISTS OF THE SPACECRAFT, INSTRUMENTS AND LAUNCH VEHICLE. PLANNED FOR A 7 YEAR MISSION LIFETIME, EACH JPSS MISSION SATELLITE WILL OPERATE IN A POLAR, SUN SYNCHRONOUS MISSION ORBIT AT A NOMINAL ALTITUDE OF 824 KM AND 1330 LOCAL TIME OF ASCENDING NODE CROSSING (LTAN). THE JPSS-1 MISSION INSTRUMENT COMPLEMENT INCLUDES THE VISIBLE INFRARED IMAGING RADIOMETER SUITE (VIIRS), THE CROSS TRACK INFRARED SOUNDER (CRIS), THE ADVANCED TECHNOLOGY MICROWAVE SOUNDER (ATMS), THE OZONE MAPPING PROFILER SUITE NADIR PROFILER (OMPS-N), AND THE CLOUDS AND THE EARTHS RADIANT ENERGY SYSTEM (CERES) INSTRUMENT. ON JPSS-2/3/4 THE CERES INSTRUMENT IS REPLACED BY THE RADIATION BUDGET INSTRUMENT (RBI). THE LAUNCH SEGMENT PROVIDES THOSE ASSETS AND SERVICES ASSOCIATED WITH THE LAUNCH VEHICLE (LV) AND THE PAYLOAD INTEGRATION NECESSARY TO PLACE THE JPSS SATELLITE INTO THE MISSION ORBIT. 2.3. IN ORDER TO ASSURE THE SUCCESS OF THE JPSS DEVELOPMENT, GSFC REQUIRES SYSTEMS ENGINEERING, OPERATIONS AND TECHNICAL MANAGEMENT SUPPORT STAFF FROM THE AEROSPACE CORPORATION AS WELL AS SPECIALIZED ENGINEERING SUPPORT SERVICES FOR TECHNICAL AND SCIENCE DEVELOPMENTS IN SUPPORT OF INSTRUMENT PROCUREMENT, INTEGRATION, TESTING AND ANOMALY INVESTIGATION ACTIVITIES.
