NNM11AA49C - THIS SOW DETAILS THE WORK TO BE PERFORMED BY THE PRINCIPAL INVESTIGATOR IN SUPPORT OF THE PHASE A AND BRIDGE PHASE B CONCEPT DEFINITION PORTION OF THE DISCOVERY ANNOUNCEMENT OF OPPORTUNITY (NNH10ZDA007O) SOLICITATION FOR THE TITAN MARE EXPLORER (TIME). THE MISSION PRINCIPAL INVESTIGATOR (PI), DR. ELLEN R. STOFAN OF PROXEMY RESEARCH, IS RESPONSIBLE FOR THE SUCCESS AND SCIENTIFIC INTEGRITY OF THE MISSION. AS SUCH, THE PI SHALL LEAD THE PROJECT, MANAGE PROJECT RESOURCES, AND DIRECT ALL ACTIVITIES OF THE SCIENCE TEAM CARRIED OUT IN SUPPORT OF THE MISSION. SPECIFICALLY, DURING PHASE A, THE PI WILL LEAD THE MISSION TEAM IN CONDUCTING THE CONCEPT STUDY REPORT AND ASSOCIATED SITE VISIT. SHOULD THE MISSION BE SELECTED TO CONTINUE INTO PHASE B, THE PI WILL LEAD THE TEAM THROUGH THE INITIATION OF THE PHASE B EFFORT WITH A TRANSITION PHASE BETWEEN NOTIFICATION OF AWARD AND ESTABLISHMENT OF THE PHASE B CONTRACT. THE PI IS ASSISTED BY DEPUTY PI DR. JONATHAN LUNINE AT CORNELL UNIVERSITY. THE APPLIED PHYSICS LABORATORY (APL) OF THE JOHNS HOPKINS UNIVERSITY IS SERVING AS THE MANAGING CENTER FOR THE MISSION, AND LOCKHEED MARTIN SPACE SYSTEMS (LM) SERVES AS THE PRIMARY CONTRACTOR. SPECIFIC OBJECTIVES OF THIS SOW TO ADDRESS THE DISCOVERY GUIDELINES AND CRITERIA FOR THE PHASE A CONCEPT STUDY (DRAFT DATED 1-11-11) TO BE OVERSEEN BY THE PI ARE: - PROJECT MANAGEMENT FOR THE PHASE A CONTRACT - CONDUCT AND SUPPORT OF PHASE A PROJECT REVIEWS - PHASE B/C/D/E SPACECRAFT DEVELOPMENT AND MISSION PLANNING - PHASE B/C/D/E COST ESTIMATES - CONCEPT STUDY REPORT PREPARATION - ORALS/SITE VISIT SUPPORT BY KEY PERSONNEL - OPTIONAL INITIATION OF PHASE B WITH A PHASE A/B TRANSITION PHASE DURING PHASE A, PI STOFAN SHALL BE RESPONSIBLE FOR PROJECT PERFORMANCE OVERSIGHT, INCLUDING THE FOLLOWING: - SERVE AS THE SPOKESPERSON FOR THE MISSION TO NASA AND EXTERNAL ORGANIZATIONS. - PROVIDE SCIENCE TEAM LEADERSHIP AND OVERSEE THE MANAGEMENT OF NON-GOVERNMENT SCIENCE TEAM CONTRACTS AND GRANTS. - DEVELOP SCIENCE REQUIREMENTS, SUBORDINATE SCIENCE REQUIREMENTS, AND THE SCIENCE DATA MANAGEMENT PLAN. - PARTICIPATE IN ALL PROJECT-LEVEL REVIEWS AS DESCRIBED IN THE MISSION MASTER SCHEDULE, AND ATTEND OTHER PROJECT TECHNICAL, SCIENCE, MANAGEMENT, AND E/PO REVIEWS AND MEETINGS. - REVIEW AND CONCUR WITH THE APL PM REGARDING PROJECT AND ENGINEERING DECISIONS THAT AFFECT MISSION SUCCESS AND SCIENCE INTEGRITY. - OVERSEE THE IMPLEMENTATION OF AN EDUCATION AND PUBLIC OUTREACH PROGRAM BY APL CONSISTENT WITH NASA GOALS AND POLICIES, INCLUDING PLANS FOR STUDENT COLLABORATIONS. - COLLABORATE WITH THE MISSION INSTRUMENT TEAMS TO COMPLETE OR REFINE PLANS AND DESIGNS. - OVERSEE THE ESTABLISHMENT OF AGREEMENTS FOR INTERNATIONAL SCIENCE PARTICIPATION IN COMPLIANCE WITH FEDERAL REGULATIONS. - SUPPORT THE APL PROPOSAL DEVELOPMENT REVIEWS, AND FINAL CSR REVIEW. THIS SUPPORT IS DEFINED AS REVIEW OF PRESENTATION MATERIAL, WRITE-UPS, AND COST/SCHEDULE INPUTS. - PREPARE FOR AN OPTIONAL INITIATION OF PHASE B WITH A PHASE A/B TRANSITION PHASE.

NNM07AA36C - REINFORCED CARBON-CARBON (RCC) REPAIR ADHESIVE: SUSTAINING PRODUCTION OF NOAX-D FOLLOW ON THE STS-107 ACCIDENT AND SUBSEQUENT INVESTIGATION RESULTING IN THE COLUMBIA ACCIDENT INVESTIGATION BOARD (CAIB) REPORT HAVE CREATED CHALLENGING TECHNICAL AND PROGRAM MANAGEMENT EFFORTS NECESSARY TO MEET THE OBJECTIVES OF RETURN TO FLIGHT (RTF). ONE OF THE RECOMMENDATIONS OF THE CAIB REPORT IS TO ESTABLISH A THERMAL PROTECTION SYSTEM (TPS) REPAIR CAPABILITY FOR THE ORBITER WHILE THE SHUTTLE IS ON-ORBIT. NASA HAS COMMITTED TO COMPLY WITH THIS RECOMMENDATION PRIOR TO THE RESUMPTION OF SPACE SHUTTLE FLIGHTS, AND FOR THE PAST THREE YEARS FOLLOWING STS-107, NASA HAS AGGRESSIVELY RESEARCHED REPAIR METHODOLOGY FOR THE SPACE SHUTTLES WING LEADING EDGE. MANY POTENTIAL SOLUTIONS FROM COMMERCIAL INDUSTRY, GOVERNMENT AGENCIES, AND ACADEMIA HAVE BEEN INVESTIGATED, TESTED, AND EVENTUALLY DOWN SELECTED. OF ALL THE ORIGINAL SOLUTIONS PROPOSED, THE LIQUID SEALANT NOAX-D WAS ULTIMATELY IDENTIFIED BY THE SPACE SHUTTLE PROGRAM OFFICE AS THE MOST VIABLE TECHNICAL SOLUTION FOR ON-ORBIT REPAIR OF THE SPACE SHUTTLE WING LEADING EDGE. NOAX-D IS A PASTE-LIKE, SINGLE PART, HIGHLY LOADED, PRE-CERAMIC POLYMER WHICH FUNCTIONS AS AN ENVIRONMENTAL BARRIER TO RETARD OXIDATION OF THE CARBON/CARBON SUBSTRATE WHEN EXPOSED TO THE HIGH-TEMPERATURE ENVIRONMENT OF RE-ENTRY. THIS PROCUREMENT IS FOR A FOLLOW-ON EFFORT TO SUSTAIN MONTHLY PRODUCTION OF NOAX-D, AS A RESULT OF PREVIOUS SUCCESSFUL RESEARCH AND DEVELOPMENT ACTIVITIES, FOR THE REMAINING SPACE SHUTTLE FLIGHTS THROUGH 2010.
