NNG15HZ35C - NASA GODDARD SPACE FLIGHT CENTER (GSFC) HAS A NEED TO OBTAIN SUPPORT IN ACHIEVING THE GOALS OF THE SPACE GEODESY PROJECT (SGP). THE GOALS OF THIS ACTIVITY ARE RELATED TO THE STUDY OF THE SHAPE OF THE EARTH AND HOW IT ROTATES. THIS EFFORT WILL BE A FOLLOW-ON TO NASA GSFC CONTRACT NNG10HP00C WITH MASSACHUSETTS INSTITUTE OF TECHNOLOGY (MIT)/HAYSTACK OBSERVATORY (HO) FOR RESEARCH AND DEVELOPMENT FOR THE STATE-OF-THE-ART NEXT GENERATION VERY LONG BASELINE INTERFEROMETRY (VLBI) SYSTEMS IN SUPPORT OF THE NASA SGP. UNDER THIS CONTRACT EFFORT MIT HAYSTACK OBSERVATORY SHALL PROVIDE CONSTRUCTION AND INSTALLATION OF THE SIGNAL CHAINS FOR THREE NEXT GENERATION GEODETIC VLBI ANTENNAS AND VALIDATION OF THE COMPLETED SYSTEMS; OPERATIONS SUPPORT IN THE FORM OF CORRELATION OF GEODETIC VLBI DATA, OPERATION OF THE WESTFORD ANTENNA, AND ENGINEERING SUPPORT FOR THE NASA GEODETIC NETWORK; AND CONTINUED DEVELOPMENT OF THE NEXT GENERATION GEODETIC VLBI SYSTEMS. THE HO SHALL PROVIDE THE PERSONNEL, MATERIALS, FACILITIES AND EQUIPMENT NECESSARY TO PROVIDE SUPPORT TO NASA GSFC IN ACHIEVING THE GOALS OF THE SGP. NNM11AA49C - THIS SOW DETAILS THE WORK TO BE PERFORMED BY THE PRINCIPAL INVESTIGATOR IN SUPPORT OF THE PHASE A AND BRIDGE PHASE B CONCEPT DEFINITION PORTION OF THE DISCOVERY ANNOUNCEMENT OF OPPORTUNITY (NNH10ZDA007O) SOLICITATION FOR THE TITAN MARE EXPLORER (TIME). THE MISSION PRINCIPAL INVESTIGATOR (PI), DR. ELLEN R. STOFAN OF PROXEMY RESEARCH, IS RESPONSIBLE FOR THE SUCCESS AND SCIENTIFIC INTEGRITY OF THE MISSION. AS SUCH, THE PI SHALL LEAD THE PROJECT, MANAGE PROJECT RESOURCES, AND DIRECT ALL ACTIVITIES OF THE SCIENCE TEAM CARRIED OUT IN SUPPORT OF THE MISSION. SPECIFICALLY, DURING PHASE A, THE PI WILL LEAD THE MISSION TEAM IN CONDUCTING THE CONCEPT STUDY REPORT AND ASSOCIATED SITE VISIT. SHOULD THE MISSION BE SELECTED TO CONTINUE INTO PHASE B, THE PI WILL LEAD THE TEAM THROUGH THE INITIATION OF THE PHASE B EFFORT WITH A TRANSITION PHASE BETWEEN NOTIFICATION OF AWARD AND ESTABLISHMENT OF THE PHASE B CONTRACT. THE PI IS ASSISTED BY DEPUTY PI DR. JONATHAN LUNINE AT CORNELL UNIVERSITY. THE APPLIED PHYSICS LABORATORY (APL) OF THE JOHNS HOPKINS UNIVERSITY IS SERVING AS THE MANAGING CENTER FOR THE MISSION, AND LOCKHEED MARTIN SPACE SYSTEMS (LM) SERVES AS THE PRIMARY CONTRACTOR. SPECIFIC OBJECTIVES OF THIS SOW TO ADDRESS THE DISCOVERY GUIDELINES AND CRITERIA FOR THE PHASE A CONCEPT STUDY (DRAFT DATED 1-11-11) TO BE OVERSEEN BY THE PI ARE: - PROJECT MANAGEMENT FOR THE PHASE A CONTRACT - CONDUCT AND SUPPORT OF PHASE A PROJECT REVIEWS - PHASE B/C/D/E SPACECRAFT DEVELOPMENT AND MISSION PLANNING - PHASE B/C/D/E COST ESTIMATES - CONCEPT STUDY REPORT PREPARATION - ORALS/SITE VISIT SUPPORT BY KEY PERSONNEL - OPTIONAL INITIATION OF PHASE B WITH A PHASE A/B TRANSITION PHASE DURING PHASE A, PI STOFAN SHALL BE RESPONSIBLE FOR PROJECT PERFORMANCE OVERSIGHT, INCLUDING THE FOLLOWING: - SERVE AS THE SPOKESPERSON FOR THE MISSION TO NASA AND EXTERNAL ORGANIZATIONS. - PROVIDE SCIENCE TEAM LEADERSHIP AND OVERSEE THE MANAGEMENT OF NON-GOVERNMENT SCIENCE TEAM CONTRACTS AND GRANTS. - DEVELOP SCIENCE REQUIREMENTS, SUBORDINATE SCIENCE REQUIREMENTS, AND THE SCIENCE DATA MANAGEMENT PLAN. - PARTICIPATE IN ALL PROJECT-LEVEL REVIEWS AS DESCRIBED IN THE MISSION MASTER SCHEDULE, AND ATTEND OTHER PROJECT TECHNICAL, SCIENCE, MANAGEMENT, AND E/PO REVIEWS AND MEETINGS. - REVIEW AND CONCUR WITH THE APL PM REGARDING PROJECT AND ENGINEERING DECISIONS THAT AFFECT MISSION SUCCESS AND SCIENCE INTEGRITY. - OVERSEE THE IMPLEMENTATION OF AN EDUCATION AND PUBLIC OUTREACH PROGRAM BY APL CONSISTENT WITH NASA GOALS AND POLICIES, INCLUDING PLANS FOR STUDENT COLLABORATIONS. - COLLABORATE WITH THE MISSION INSTRUMENT TEAMS TO COMPLETE OR REFINE PLANS AND DESIGNS. - OVERSEE THE ESTABLISHMENT OF AGREEMENTS FOR INTERNATIONAL SCIENCE PARTICIPATION IN COMPLIANCE WITH FEDERAL REGULATIONS. - SUPPORT THE APL PROPOSAL DEVELOPMENT REVIEWS, AND FINAL CSR REVIEW. NNK06OM01C - HIGH EFFICIENCE LIGHTING WITH INTEGRATED ADAPTIVE CONTROL (HELIAC)-SBIR PHASE II HIGH EFFICIENCY LIGHTNING WITH INTEGRATED ADAPTIVE CONTROL (HELIAC) SYSTEM SBIR CONTRACT THE PRIMARY OBJECTIVE OF THE HIGH EFFICIENCY LIGHTNING WITH INTEGRATED ADAPTIVE CONTROL (HELIAC) SYSTEM PHASE II SBIR IS TO DEVELOP THE HARDWARE AND SOFTWARE NECESSARY FOR A VERSATILE, SCALABLE LIGHTING SYSTEM THAT COULD BE USED IN GROUND OR SPACE-BASED PLANT GROWTH SYSTEMS. THE HELIAC SYSTEM WILL USE A SINGLE MODULAR LIGHTING ELEMENT TO SUPPORT BOTH INTRACANOPY AND CLOSE-CANOPY APPLICATIONS. EACH MODULAR ELEMENT WILL BE A 20 LIGHT ENGINE LIGHTSICLE WITH THE INTEGRATED PLANT POSITION SENSING SYSTEM DEVELOPED DURING THE PHASE I STUDY. SINCE LEDS ARE MORE EFFICIENT WHEN THEY STAY COOL DURING OPERATION, A NEW ARRAY COOLING SYSTEM WILL ALSO BE DEVELOPED TO ALLOW MORE CONTROL OVER THE TEMPERATURE OF THE SYSTEM. THIS HAS THE POTENTIAL TO SIGNIFICANTLY INCREASE THE OVERALL EFFICIENCY OF THE SYSTEM. SOFTWARE WILL BE DEVELOPED TO ALLOW INDIVIDUAL CONTROL OF EACH LIGHT ENGINE IN THE SYSTEM. THIS INCLUDES ON/OFF CONTROL OF THE INDEPENDENT SPECTRAL ELEMENTS OF EACH LIGHT ENGINE. THE PLANT-SENSING FEEDBACK WILL BE USED TO TURN ON ONLY THE APPROPRIATE LIGHTING ELEMENTS TO ACHIEVE MAXIMUM EFFICIENCY. INDIVIDUAL DETECTION PROFILES FOR EACH PLANT TYPE MAY BE USED TO INCREASE THE EFFECTIVENESS OF THE DETECTION SYSTEM. THE ENTIRE LIGHTING SYSTEM MAY BE CONTROLLED FROM A SINGLE COMPUTER. THE CONTROL SOFTWARE WILL INCLUDE A GRAPHICAL USER INTERFACE, AND ALLOW FULLY AUTOMATED OPERATION, AS WELL AS MANUAL OPERATION. ANY SPECTRAL ELEMENT OF EVERY LIGHT ENGINE IN THE SYSTEM WILL BE INDIVIDUALLY CONTROLLABLE. THE USER WILL BE ABLE TO MONITOR THE STATUS OF EACH LIGHTING ELEMENT, AS WELL AS POWER USAGE, TEMPERATURE, AND DETECTION SYSTEM OPERATION. THE HELIAC SYSTEM WILL BE DESIGNED FOR MAXIMUM MODULARITY AND SCALABILITY. THE CONTROL COMPUTER WILL CONNECT TO A NUMBER OF INTERFACE/POWER SUPPLY UNITS VIA USB OR SOME OTHER SUITABLE CONTROL LINK, AND EACH INTERFACE/POWER SUPPLY UNIT WILL DRIVE 16 LIGHTSICLES. THE OBJECTIVES OF THIS EFFORT ARE TO BUILD ON THE EFFORTS OF THE PHASE I AND DEVELOP AND TEST A FULL-SCALE MODULAR LIGHTING SYSTEM THAT WILL SIGNIFICANTLY REDUCE THE ESM REQUIRED FOR PLANT GROWTH.
