NNX11AK06A - THE STATE OF THE ART IN SYSTEM-LEVEL ANALYSES OF THE AIR TRANSPORTATION SYSTEM (NAS, NEXTGEN) HAS REACHED A SIGNIFICANT LEVEL OF MATURITY. OUTPUTS OF THESE STUDIES OFTEN INCLUDE ASSESSMENTS OF CONGESTION AND DELAYS, ROBUSTNESS TO WEATHER EVENTS, FUEL BURN TRENDS, AND EVEN MEASURES OF THE ENVIRONMENTAL IMPACT OF THE ENTIRE AVIATION SYSTEM. THESE RESULTS ARE TYPICALLY USED TO GUIDE DECISIONS THAT HAVE LASTING IMPACT ON THE DESIGN OF THE SYSTEM. WHILE EXISTING METHODOLOGIES FOR SYSTEM-LEVEL ANALYSES PROVIDE A SOLID FOUNDATION FOR ALL THESE DECISIONS, THERE ARE SIGNIFICANT SHORTCOMINGS THAT MAY LEAD THE FINAL INSTANTIATION OF NEXTGEN IN SUB-OPTIMAL DIRECTIONS. MOST IMPORTANTLY, ANALYSES AND THEIR ASSUMPTIONS ARE TREATED DETERMINISTICALLY WHEN MANY OF THE INPUTS ARE NOT KNOWN A PRIORI OR CARRY SIGNIFICANT UNCERTAINTY. IN ADDITION, THE ANALYSES ALMOST ENTIRELY NEGLECT THE FACT THAT DECISIONS MADE BY KEY STAKEHOLDERS/PLAYERS IN THE SYSTEM (MAINLY AIRLINES, REGULATORS, MANUFACTURERS, AND PASSENGERS) ARE KNOWN TO BE STRATEGIC (E.G. AIRLINE DECISIONS REGARDING THEIR OWN ROUTE STRUCTURE, SCHEDULING, AND EQUIPAGE ARE HEAVILY INFLUENCED BY THEIR PERCEPTION OF WHAT OTHER AIRLINES AND REGULATORS MIGHT OR MIGHT NOT DO). THIS PROPOSAL DESCRIBES THE RESEARCH AND DEVELOPMENT OF AN AIR CARRIER BEHAVIORAL MODEL (ACBM) THAT SOLVES SOME OF THE SHORTCOMINGS OF EXISTING METHODOLOGIES AND CAN READILY BE IMPLEMENTED INTO SYSTEM-LEVEL ANALYSIS SOFTWARE REPRESENTING DIFFERENT ASPECTS OF THE MODELING OF NEXTGEN. AT ITS CORE, IT INCORPORATES A PREDICTIVE AND PROBABILISTIC ANALYSIS CAPABILITY THAT WE CALL PREDICTIVE GAME THEORY (PGT) THAT ENSURES THAT (A) MODELS OF BEHAVIOR OF THE PARTICIPATING AIRLINES ARE CONSIDERED, (B) UNCERTAINTIES IN ALL ELEMENTS OF THE ACBM ARE INCLUDED, AND (C) THE ACBM CAN BE TRAINED AND VALIDATED VIA OBSERVATION OF CONTROLLABLE VARIABLES AND SYSTEM INPUTS. PGT IS A SIGNIFICANT IMPROVEMENT OVER TRADITIONAL GAME-THEORETIC APPROACHES THAT DETERMINE THE OUTCOME STRATEGY FOR ALL THE STAKEHOLDERS SIMPLY USING EQUILIBRIUM CONCEPTS THAT ARE OFTEN NOT WELL CORRELATED WITH ACTUAL EVENTS. PGT INCORPORATES COMPONENTS OF TRADITIONAL GAME THEORY, PROBABILISTIC ANALYSIS, AND MACHINE LEARNING INTO A NEW APPROACH THAT OVERCOMES THESE LIMITATIONS AND ENABLES (A) STRATEGIC PROBABILISTIC ANALYSES WITH UNCERTAINTY INFORMATION QUANTIFIED IN THE RESULTS, AND (B) LEARNING OF THE UTILITY FUNCTIONS AND THE INPUT/OUTPUT RELATIONSHIPS FOR MODELING OF AIRLINE BEHAVIOR. OUR TEAM IS ALSO FOCUSED ON ENABLING THE DEVELOPMENT OF SUCH PGT MODELS BASED ON A THOROUGH ASSESSMENT OF THE MOST EFFECTIVE (FOR PURPOSES OF MODELING) CONTROLLED VARIABLES OF THE SYSTEM AND THE ABILITY TO USE THE OBSERVATIONS OF THE VALUES OF THESE CONTROLLED VARIABLES TO ENSURE THAT OUT PGT MODEL REPRODUCES THE BEHAVIOR THAT HAS BEEN OBSERVED IN THE PAST. LITERATURE SURVEYS, INTERACTIONS WITH AIRLINES AND REGULATORS, AND DISCUSSIONS WITH A NUMBER OF STAKEHOLDERS WILL BE FUNDAMENTAL TO OUR RESEARCH STRATEGY. THE OUTCOME OF THIS RESEARCH WILL CONSTITUTE AN ADDITIONAL CAPABILITY IN THE SYSTEM ANALYSIS TOOLBOX THAT CAN GREATLY ENHANCE THE PREDICTIVE NATURE OF NEXTGEN ANALYSES AND, IN ADDITION, WILL SERVE TO QUANTIFY THE UNCERTAINTIES IN THE FUTURE SCENARIOS THAT ARE PREDICTED. THE ACBM WILL BE DEVELOPED AS A MODULAR CAPABILITY THAT CAN BE INTEGRATED WITH OTHER SYSTEM ANALYSIS TOOLS IN ORDER TO IMPROVE THEIR CAPABILITIES IN ASSESSING THE EVOLUTION OF A COMPLEX SYSTEM SUCH AS NEXTGEN WHEN FACED WITH MANY POTENTIAL SCENARIOS THAT ARE HEAVILY INFLUENCED BY THE DECISIONS OF KEY SYSTEM STAKEHOLDERS (OUR WORK WILL FOCUS MOSTLY ON AIRLINES AND REGULATORS).
