THE LLCC SUPPORT NASA, DEPARTMENT OF DEFENSE (DOD) AND FEDERAL AVIATION ADMINISTRATION (FAA) LAUNCHES IN THE UNITED STATES TO ASSURE SAFETY AND, TO THE MAXIMUM EXTENT POSSIBLE, PROVIDE LAUNCH AVAILABILITY. THE LAP ARE WORLD-RECOGNIZED EXPERTS IN ATMOSPHERIC ELECTRICITY AND OTHER FIELDS (I.E., LIGHTNING PHYSICS, RADAR METEOROLOGY, CLOUD PHYSICS, AND STATISTICS). NNX14AG09A - NATURAL CLOUD-TO-GROUND LIGHTNING MAY WELL BEHAVE DIFFERENTLY DEPENDING ON THE CHARACTERISTICS OF THE ATTACHMENT MEDIUMS, INCLUDING (AT LEAST) THE PEAK CURRENT (INFERRED FROM RADIATION FIELDS) AND THE NUMBER OF GROUND STRIKE LOCATIONS PER FLASH. THIS COULD HAVE SIGNIFICANT IMPACT ON THE INTERPOLATION OF LIGHTNING RISK TO OBJECTS ON THE GROUND. NASA KSC S GROUND SYSTEMS DIVISION ELECTRICAL BRANCH IS LEADING A DARPA TASK TO FURTHER UNDERSTAND THESE PHENOMENA BY COMPARING ELECTRIC FIELDS OVER NEAR SHORE AND ONSHORE DURING THUNDERSTORMS. THE OBSERVATIONAL DOMAIN FOR KSC INSTRUMENTATION PROVIDES A BROAD RANGE OF ELECTRICAL CONDUCTIVITY AND TERRAIN FEATURES (SALT WATER, FLAT WATER, ROLLING HILLS, TALL STRUCTURES) FOR EXPLORING THESE EFFECTS IN AN OBJECTIVE MANNER . THE PRINCIPAL INVESTIGATOR ON THIS PROPOSAL, DR. KENNETH CUMMINS, IS A KEY MEMBER OF THE TEAM AS A WIDELY RECOGNIZED WORLD-EXPERT ON LIGHTNING DETECTION AND GEO-LOCATION USING SIGNALS ACROSS THE ELECTROMAGNETIC SPECTRUM, AND IS CURRENTLY COLLABORATING WITH NOAA AND NASA TO ASSESS GROUND-BASED LIGHTNING MEASUREMENTS IN SUPPORT OF THE UPCOMING LAUNCH OF THE GEOSTATIONARY LIGHTNING MAPPER ON GOES-R. DR. CUMMINS HAS LED AND PARTICIPATED IN NUMEROUS RESEARCH PROJECTS TO IMPROVE UNDERSTANDING OF THE PHYSICAL PROCESSES OF LIGHTNING, EMPLOYING INFORMATION FROM LIGHTNING LOCATION SYSTEMS, WEATHER RADAR, AND VIDEO CAMERAS. AS A TEAM MEMBER ON THIS PROJECT, DR. CUMMINS WILL NEED TO HAVE OCCASIONAL FACE-TO FACE MEETINGS WITH THE TEAM MEMBERS TO REVIEW AND DISCUSS IMPORTANT ISSUES RELATING TO THE DATA COLLECTED. NNX13AB95G - VERY FEW STUDIES HAVE SPECIFICALLY ADDRESSED THE FLASH STRUCTURE AND TRIGGERING MECHANISMS ASSOCIATED WITH UPWARD PROPAGATING LIGHTNING. HOWEVER, THIS RESEARCH RECENTLY HAS BECOME MORE FEASIBLE BECAUSE OF TECHNOLOGICAL ADVANCES. UPWARD MOVING LIGHTNING DISCHARGES ORIGINATE FROM TALL STRUCTURES SUCH AS TELECOMMUNICATIONS TOWERS AND WIND TURBINES WHICH ARE BECOMING INCREASINGLY COMMON. MANY MORE CLOUD-TO-GROUND (DESCENDING) FLASHES OCCUR THAN GROUND-TO-CLOUD (ASCENDING) FLASHES. HOWEVER, ASCENDING FLASHES TEND TO CAUSE MORE DAMAGE BECAUSE THEY ORIGINATE FROM THE SAME SOURCE, WHICH CREATES MORE STRESS ON THAT SINGLE LOCATION. THERE HAS BEEN INSUFFICIENT RESEARCH TO ESTIMATE THE MINIMUM HEIGHT OF STRUCTURES PRONE TO UPWARD LIGHTNING DISCHARGES OR THE FREQUENCY AT WHICH THEY OCCUR. THIS IS ONE OF THE ISSUES BEING ADDRESSED BY THE DEEP CONVECTIVE CLOUDS AND CHEMISTRY (DC3) FIELD EXPERIMENT THAT IS C~ENTLY UNDERWAY. A SPECIFIC GOAL IS TO DETERMINE HOW OFTEN WIND TURBINES ALONG THE COLORADO-WYOMING BORDER ARE STRUCK BY LIGHTNING. WE PROPOSE TO CONDUCT A FIRST OF ITS KIND EXTENSIVE FIELD EXPERIMENT TO STUDY UPWARD PROPAGATING LIGHTNING IN CENTRAL FLORIDA. THIS AREA IS ESPECIALLY SUSCEPTIBLE TO UPWARD LIGHTNING SINCE IT IS WITHIN FLORIDA'S "LIGHTNING ALLEY" AND CONTAINS NUMEROUS TALL STRUCTURES FOR LAUNCH OPERATIONS. THIS REGION RECEIVES 5 TO 15 CLOUD-TO-GROUND (CG) STRIKES PER SQUARE KILOMETER PER YEAR WHERE PARTICIPANTS STUDIED FOUR UPWARD LIGHTNING FLASHES USIN~ HIGH-SEED VIDEO IN SAO PAULO, BRAZIL, WHICH HAS THE SAME FLASH DENSITY (15 FLASHES KM-2 YEAR-) AS THE KSC AREA. THIS GIVES US CONFIDENCE THAT WE WILL BE ABLE TO OBSERVE UPWARD LIGHTNING FLASHES AT KSC/CCAFS. OUR PROPOSED COMPREHENSIVE LIGHTNING STUDY WILL UTILIZE ALL OF THE NEWLY ACQUIRED LIGHTNING INSTRUMENTATION AT THE KENNEDY SPACE CENTER (KSC) AND CAPE CANAVERAL AIR FORCE STATION (CCAFS). WE WILL USE THE KSC LIGHTNING MAPPING ARRAY (KSC-LMA), THE NATIONAL LIGHTNING DETECTION NETWORK (NLDN), HIGH-SPEED CAMERA TECHNOLOGY, AND MAGNETIC AND ELECTRIC FIELD SENSORS. WE WILL UTILIZE MORE LIGHTNING INSTRUMENTATION AND RADAR DATA THAN IN ANY PREVIOUS STUDY INVESTIGATING UPWARD LIGHTNING.

NNX09CE81P - DUST MITIGATION FOR THE LUNAR SURFACE THE LUNAR SURFACE IS TO A LARGE EXTENT COVERED WITH A DUST LAYER SEVERAL METERS THICK. KNOWN AS LUNAR REGOLITH, IT POSES A HAZARD IN THE FORM OF DUST CLOUDS BEING GENERATED BY ALL FORMS OF GAS EXPANSIONS IN THE HIGH VACUUM ENVIRONMENT OF THE LUNAR SURFACE. THIS IS ESPECIALLY PRONOUNCED DURING SPACECRAFT OPERATIONS. INSTRUMENTS PLACED ON THE MOON BY THE APOLLO MISSION SHOWED MARKED DEGRADATION DUE TO DAMAGE FROM DUST RELEASED DURING THE LANDER'S TAKEOFF. SINCE THERE IS NO AIR MOVEMENT TO REMOVE THE DUST AFTER IT IS DEPOSITED, IT IS ESSENTIAL THAT DUST IS NOT DISPLACED DURING EVERYDAY OPERATIONS OF A PERMANENT LUNAR INSTALLATION. ADHERENT TECHNOLOGIES, INC. (ATI) HAS OVER THE LAST DECADE DEVELOPED A NUMBER OF SPECIALTY UV CURING RESINS FOR NASA APPLICATIONS IN SPACE. ATI IS PROPOSING TO DEVELOP A RESIN AND DISPENSER SYSTEM TO COAT LARGE AREAS OF LUNAR SURFACE AROUND LANDING PADS AND ATMOSPHERE LOCKS WITH A THIN, DUST-STABILIZING COATING. THE COATING WILL BE UV STABLE AND ELASTIC ENOUGH TO WEATHER THE TEMPERATURE EXTREMES OF A LUNAR DAY AND NIGHT CYCLE. SPECIAL EMPHASIS WILL BE GIVEN TO A LOW OUTGASSING, SOLVENT-FREE SYSTEM THAT DOES NOT CONTAMINATE THE LUNAR ATMOSPHERE.

AS A MEMBER OF THE LAP HE WILL ASSIST IN WRITING NEW LIGHTNING LAUNCH COMMIT CRITERIA (LLCC) AND MODIFYING EXISTING RULES. THE LAP IS IN THE PROCESS OF WRITING NEW LLCC FOR STANDOFF DISTANCES FROM ANVILS AND DEBRIS CLOUDS AND FLIGHT THROUGH DEBRIS CLOUDS. THE PI ANTICIPATES THAT THESE WILL BE COMPLETED DURING THE EARLY PART OF THIS FUNDING PERIOD. THE PI WILL PARTICIPATE IN DISCUSSIONS OF AND ASSIST IN MODIFICATIONS TO THE LLCC FOR CLARIFICATION PURPOSES. THE PI WILL WORK ON ANALYSIS OF THE AIRBORNE FIELD MILL PROJECT (ABFM) DATA SET AS NEEDED TO HELP FACILITATE DISCUSSIONS IN THE LAP ON POSSIBLE RULE CHANGES. THE PI WILL WORK WITH DR. MERCERET, MS. WARD, NASA CONTRACTORS AND OTHER LAP AND ABFM PARTICIPANTS ON REPORTS AND CONFERENCE PRESENTATIONS FOR DOCUMENTING AND REPORTING ABFM RESULTS AND LLCC RULE CHANGES RESUHING FROM LAP DELIBERATIONS AND ABFM STUDIES.
